Identify the existing service

A home can already have electricity and water connected while the account arrangements still need attention. ARMS distinguishes a new supply from a change of consumer on an existing account. Before moving in, ask for the account number, the name on the account, the relevant meter identifiers and a recent bill. Match those details to the actual property. This is particularly useful in buildings with several apartments, where a description such as the second-floor flat may not be enough to identify the service accurately.

Agree how the account will work

Discuss with the owner who will hold the account, receive bills and submit any required applications. ARMS publishes forms and guidance for tenants and changes of consumer, as well as information about the number of people registered at a premise. Those are related but distinct details. Do not assume that transferring rent or receiving the keys has updated the utility records. Ask ARMS which current form and supporting documents apply to your arrangement, especially if a temporary tenant-recognition process is relevant.

Record the start of your stay

Keep a dated reading and photograph of each relevant meter at handover and retain the first bill you receive. Check the service address and account details early so an error is easier to investigate. Ask how actual readings, estimated bills and payments are handled, and keep the underlying bill when reimbursing someone else. If the number of registered occupants appears incorrect, use the operator’s procedure rather than attempting to infer the right tariff from a neighbour’s bill. Every household’s circumstances can differ.

Plan the end before you leave

At departure, record the final readings and confirm what must happen to the account. ARMS warns tenants that subsequent bills can remain in their name until the appropriate change is made. Keep confirmation of submitted applications, payments and any agreed final settlement. Current deposits, billing rules and documentation should be checked directly with ARMS; this guide intentionally avoids quoting amounts that may change. If a bill or an owner’s request is disputed, seek an explanation using the original records and the appropriate official channel rather than assuming that withholding or paying a particular sum resolves the issue.
